When can Heroic Action Cards be played? In any phase or just the Action phase?

Hey Rob, thanks for the question!

All the current :heroics have a phase restriction that limits their use to the action phase (see rulebook, pg 24, for phase restrictions). Within the action phase, all heroics have :action, which means you can only play it as an :action when you're the active captain.
